The best software will not make a beginner into a good digitizer, any more than the best piano would cause anyone playing it to become a maestro. Learning the fundamentals first, sewing out each pattern you digitize, and then lots and lots and lots of practice will help you become a good digitizer. The software is far less important than learning the fundamentals. I see a lot of people chasing from one software to another looking for the one that will make them a good digitizer. They would be much better off spending the time and money learning the fundamentals and then learning the specifics of the software they have.
Most embroiderers have personal favorites, but there really is no "best" digitizing software. Most digitizing programs have the ability to create quality stitchouts.
The biggest difference in the quality of work produced, often lies not in the brand of software chosen but instead in users knowledge and understanding of embroidery basics, their ability to use a particular program [which ever they choose] and their natural artistic creativity.
If considering software which offers auto-digitizing, be sure that the program also allows for full manual digitizing as well .... stay away from software which is "auto-digitize" only.
For those looking to buy, before laying any money down for software ..
Take your time and research as many of the programs available as possible. There are plenty to choose from so find the one that best suits your particular needs, has the interface which you feel most comfortable using and falls within your budget.
Depending on how serious someone is about digitizing, what features and/or capabilities they require, whether they are using a home or a commercial machine or whether they wish to become a professional digitizer ... they may want to start by checking out the software available from the various home machine manufacturer's (Bernina, Pfaff, Singer, Janome, Brother, etc) and then also check out ones like Generations, Embird, Design Shop, Pulse, Wilcom, Origins, Sierra, iPunch, WinDaisy, Wings and many more. Embird tends to produce software which offers the best bang for your dollar, is relatively easy to use, is very capable of producing quality stitchouts and is suitable for home and/or commercial use.
